Clean the water heater or sanitize the fresh water tank first?

I have to flush out and clean the hot water heater (vinegar)  and sanitize my fresh water tank and water lines (Bleach) on the 2017 Wolf Pup I just bought, which should I do first ? previous owner d...

Well if the water lines are standard red and blue PEX lines it is probably a half inch line. Aside from that we're all just guessing. 

I would personally clean first and then sanitize.
