The combo unit I have definitely works, and the instructions said to mount it on or near the floor for best results.
I would imagine that the levels they detect are well below the "dangerous" level, and the air volume inside a TT would force the CO gas towards the floor as the cabin filled.
I'm too lazy to search for actual science on the matter though, that's just my thoughts on why these are fine.
