I do believe it still applies, the one I have on file was dated on 9JAN2014.

Yes, but that doesn't apply to any LT or ST tires that I have seen only medium and heavy duty tires.
It also doesn't mean you can go faster than the tire limit with more air, they are 2 separate ratings.
AFIK the Marathon is the only tire with a publish bulletin to exceed the speed rating and sidewall pressure for speed.
