I don't have any experience to base my answer off of but I suspect that if you pulled into the scales (should they be open) you wouldn't be greated with a smile. Best way to get an answer is to contact your local highway patrol and ask them specifically what you are required to do. Have them cite any applicable codes as well and write down the name / badge of the officer providing the information so you can reference it should another officer question you.
As for insurance, your insurance company is the best answer for this question as they are the ones underwriting your rig. Be specific about what you have and document, document, document their answers. Even see if they will submit something in writing stating they know exactly what you have and that it complies with the policy you purchased. Nothing worse than paying insurance money on a rig only to find out the policy is no good because they found a loophole in their 50 page contract...
