Nevada doesn't have commercial plates for pickup at all.
I used to drive F450 commercially and the DOT laws are so murky that ask 3 DOT officers about non-common issue and they will give you 3 different answers.
Back in California I was passing "no pickups" weight stations with my 15,000 GVW pickup. One time out of curiosity I went to station office and ask about pickup definition. None of the officers would know that from top of their head and it turned out to be odd number in 13k range.
My advise for your case is call DOT headquarters in your state directly, or be ready for maze of answers.
