I have a friend, who bought for his construction business a vintage crane mounted on 30,000lb chassis.
One time he drove the crane with over 10,000lb pump on the flatbed behind the crane and drove by CA weight station.
CHP 2 officers chased him, pulled over and check that he also does not have CDL.
After scratching the heads - they let him go.
We do have some LEO on forum, so one might chime-in, but my take is that CHP should arrest the guy and impound the crane.
But I can imagine how much trouble the procedure would trigger, so they went the easy way.
We all are only humans.
