Idk how the dot cops are in PA, but I can't see registering a 450 for 10klbs.
Even 14k is light, but probably more than your actual gvw including pin weight.
The turnpike is billing based on gcvw.
That said, if you don't look commercial with the truck, the chance of getting hassled is slim.
