With my C4500 Chevy in California I told the DMV 15,000 lb max which is the lowest cost rate. That was in 2007 haven't had any problems with the law or weight police.
Also Progressive insured it as a motorhome since I only use it to tow the 5th wheel. This made the insurance cost very reasonable.
