I can't reach my vent flap either.
Locking tabs are on the outside and I just removed them. Glue a magnet on one corner of the flap on the outside. Glue a metal washer inside the flapper area so they overlap when closed. It does not take a strong pull to hold it shut. Posting pictures on this forum is way too difficult.
