If they are not peeling, dented or rusted and just a scuff and shoot, then you could get it done pretty reasonably. I'd find a small body shop or Maaco type place to do this kind of work.
No it won't match perfectly and if the tops of the fenders are faded then it won't be a good looking or straight forward.
I always liked the old trucks with the white cabs. Maybe a good option if it works with your truck.
Clear coat vs single stage paint is just a cost/longevity thing.
Single stage paint is cheaper and will last a long time if quality paint. If your planning on another 20 years out of it then go base/clear.
