Counter weight for added back storage area/deck

well, and I'm surprised no one has mentioned this: take the concrete out. That takes care of the ballast in the front. Now walk to the back of the trailer, and take the rack off and send the metal to the recycle center. Problem solved. Trailer will probably tow well, and the whole thing will weight less.
