No regulations are based so far on Euro 5, the regulation does not just apply to Europe, but is a global standard that varies depending on the country to how much they are involved in enforcing higher standards
US Tier regulations are illegal here and in other Euro 5 countries. US companies like Cummins have developed a Euro 6 compliant diesel, that can be used in Australia when we go to Euro 6, which I think is next year.
