It sounds like he is describing a commercial campground outside the National Park - not the NPS campground.
With the NPS campground, you reserve a specific site.
I had some friends go to Glacier last year in August, and some in July this year - and they all had an almost exact description of a certain commercial CG (and no - I don't remember the name - just that it's right outside the NP)
Looking on Google Earth - one of the two campgrounds has their pull-thru sites set 18 feet from the center of one rig to the center of the next rig.
My TT is 15'7" wide with all the slides out. That would leave only about 1'2.5" between me and similar rigs on either side.
