Side wind is always worst mileage, especially towing, as it catches both fronts, rather than directing much air over the top. I don't think 12 and 17 mpg is bad for the conditions and speed. My Ford wouldn't get near 17 non-towing at 70, without strong tail wind. MPG are just numbers, but that Dodge in your sig is a nice looker.
