Intake temperature is used to determine high idle. Really cold initial starts will force it to high idle immediately. If left idling they will ramp back up. Even my '05 does this. Cold starts and it may go directly to 1k rpm, and it was so cold last year that after I got done running down the interstate (with car hauler trailer), I couldn't even get my side gate open before the truck ramped up even while the coolant temp was still above 180.
