Did you strike up a conversation? And I don't mean "hey dude, did you know you're gonna' kill somebody with that set up?"
For all you know they towed the trailer from their house a half a mile away just to see how it does for a day or two. Why do you immediately want to jump to the conclusion they don't have any idea what they are doing?
The government has done such a good job with everything else we really need to call on them to teach us how to tow a trailer. :R

more govt oversight/regulation! which would mean extra taxes, more red tape, more regulators who think they know more than people with years of experience...no thanks! people have should have more personal/individual responsibility, not rely on the government to tell them everything. or dealers should feel a moral obligation to alert a costumer of a dangerous situation.
i say talk to that person, educate them a little (without sounding like a know-it-all, which i think would tend to offend somebody). being a newbie myself, i would be happy to not only meet someone with a lot of experience, but to have someone alert me of a possible danger I wasn't aware of.
one reason (among many) some people get into RVing is the freedom and ability to get away. adding another hurdle, more tax, more clueless govt employees (TSA anybody?) would be quite annoying.
