Defaults dual propane regulator

My propane regulator indicators stay red even after turning valves open. They normally would change to Green depending on which tank I am currently running off of. I can’t get any gas to travel into the trailer. Both pigtails show slight cracking in the rubber with a faint smell of propane. So I guess my question is.
Would a leaky pigtail cause a regulator to shut down?
