I ordered a Mercury Mountaineer factory build in 2000 (we still have this old SUV too), and that's how it was for us. Fortunately the rebates didn't change much during the elapsed time.
They're not playing games with you, but they can only promise how much they will discount the vehicle and not how much the mfr will discount it.
Some language when I ordered my FORD Truck back in 2001 and same language when I ordered my DODGE Truck back in 2006.
Dealer has NO control on what rebates are offered, when they are valid or if any will be offered by factory.
As for the non-refundable deposit.....common but amount should be negotiable. I ended up having to put up $1000 back in 2001 but only $500 in 2006.
