Ah no. The manual calls for the fuel filter to be changed annually. These common rail injectors are very pricy and fuel filters are cheap insurance, particularly if you buy Fleetguards straight from Cummins and change them yourself. I don't know about 2013 models but there is nothing in the truck that tells me to change the fuel filter on my 2011, 6.7, only a water warning light. Oil change, yes Fuel filter, no.
Changing a fuel filter prior to its being clogged does what for your engine?
When the filter becomes clogged the truck will loose power. These filters will not by-pass like an oil filter. If your truck has full power the filter is not clogged. Your fuel injection system can never receive any dirt that would harm it.
A truck can talk to you with out using a light.
