When I was in California this summer, diesel was cheaper then regular but I seem to recall that the state tax was less on diesel and that's what made the difference. If I recall correctly, diesel is cheaper to produce then gasoline so the starting price before taxes is cheaper. The federal highway tax is higher on diesel than gasoline. A wrong move if the intent it to encourage use of higher energy content fuels and encourge use of vehicles with higher fuel economy.
But the tax was probably set back when virtually all diesel vehicles were comercial trucks.
Gas federal tax/gallon is $.18 while diesel is $.24.
In oregon if you run B20, it is exempt from state tax and currently is under $2.00 gallon. Unlike ethanol, B20 has virtually the same energy content/gallon so fuel economy doesn't suffer. But many of the older diesels are only certified for B5.
