Only ever used a cover on my OTR trucks.
Current work truck is a 2008 6.4L PSD. Starts on the coldest mornings without help, and runs all day without a winter front.
Now the 2004 6.0L PoSD that preceded this truck, if it did by some miracle, start and stay running, would run all day without a winter front.

Turbo should build boost unless you have very thick oil lubing the turbo bearings.

Unless you're running straight 140 weight in your crank case your turbo is not long for this world. I would inspect the compressor side and make sure you're not shaving aluminum. I would also see how easy the compressor blades turn.
