If your referring to the two holes on the "flag portion" of the tube, I was under the impression that the hole on the flag end was for a turn-buckle/chain style tie down with no flexibility, and the flex/tension your supposed to have is done thru the flexibility/tension of the tube twisting.
The hole on the tube support end of the flag, provides less flexibility for those who use the Fast Gun style tie downs. The fast guns have the internal spring, which provides your flexability/tension.
I have my "flag" ends pointing towards the cab and the rear of the truck, and I tie down to the inboard holes.
Yes it twists slightly, but not to any extreme.
