Not sure who you mean by "they" but normally no, the hitch ball is not preinstalled. However, the Equal-i-zer 1,000 / 10,000 lb hitch is sold in 2 versions - one without the hitch ball, another with the ball preinstalled, saving you the cost of a thin wall socket needed to properly mount the ball.
They = RVT a seller that one of the posters above mentioned. Installing that ball apparently requires a 3/4 drive thin wall socket and torque wrench and so RVT will install it before shipping so you don't have to buy or find the tools locally.
