I wait until I see the engine temperature gauge start to move with my diesel truck in cold weather before dealing with a load. That usually only takes several minutes. Longer than that would be a waste of fuel. With a gas vehicle the warmup time is less.
Emission controls are designed to prevent the excessive output of unburned fuel and not for maximum power before the engine is at its normal operating temperature. Not much chance of harm to the engine but there will be less power for accelerating or pulling a load.
