Does a lower profile tow better? NOT a mileage Question

At highway speeds there is not much you can do with aerodynamics. You see the add on flaps the semi's use just to gain small a increase over tens of thousands of miles.

Since the OP is not worried about gas mileage, wind catching surface area and proper TT load balance would be the greatest concern.
