I can say that a properly adjusted WD can make a difference. When I bought my TT last year, the dealer just put the chains on the first link and sent us on our way.
It was about 100 mile drive home and it felt like we were on a boat in rough seas. Just as you described, everything looked level.
I went to the repair shop in town and he set everything properly. The spacing from tire to fender, the angle where the ball sits and set me up for the 4th link on the chain.
Much less bounce on trips after that.
