Typically, the trailer used in determining the "tow" rating is a flat bed with wheels at each corner....therefore, little or no tongue weight.

Curious where this info came from. Not something that I have ever heard.
Lots of variables when towing. I would say that some manufactures overstate, while some are overly conservative. The standardized SAE test they are adopting should clear things up.
