driver side brakes heating up way more than pass side

Since this is my first post, mods, please move it to the appropriate section if this is not the right area. Recently, we had an issue with our Pace American 24' enclosed car trailer with the brakes...

One thing that I just did think of was that both of the controllers were set to 10 on both trucks when we tested it with the 69 GTX convertible in the trailer. Could an over adjusted brake controller cause the brakes to heat up too much?
