I have turned on my four ways during heavy rain, fog or snow and coming up on a traffic jam. If I were pulled over I would ask them why they use their flashers? It is to be seen and in heavy rain, fog or snow it is very hard to see the vehicle in front of you. But then I also do not drive like a madman in those conditions either.

I understand that my comment about the mirror was directed at the person calling you an idiot. Kind of like his other posts and if this person can't afford to fix their vehicle then they need to find another mode of transportation. This what if BS is really dumb and as for someone calling the police on me or someone in my family if your not doing anything wrong then call away.
