In the VW case, a sensor in the steering detected when there was no movement, as when being emission tested on a dynamo. The software then activated a system to put the engine into "test" mode so it would pass smog. It was a very clever although illegal trick. Then when the test was over, and the customer takes the car, the steering sensor senses active steering, it takes it out of test mode and power and mpg are restored to normal. Bosch was complicit in this cheat and provided this software. Yes they all came from the factory with this cheat built in. Some of you may recall that Cummins pulled of a similar cheat years ago. The reason the whole VW cheat came to light is someone conducted an on the road emmisions test comparing a VW to a BMW. The BMW blew clean, but the VW was putting out 7-8 times the pollution. When they checked the VW standing still, it "magically" got clean.
