Yes it's quite easy with a programmer to get around TQ management, but that doesn't always mean it's been disabled. Generally the throttle sensitivity and low end fueling are modified to get the low end torque up. It can be very hard on stock transmissions if the trans isn't tuned to go with that.
It's all in marketing names, just like 2µ fuel filter kits... they are all the rage despite that fact that their aren't any actual 2µ filters being used.
Yeah, Bully Dog is still around and got bought out by SCT. I had to buy the Bully Dog for my truck to unlock the ECM in order for it to be tuned with EFI Live. I used the Bully Dog as a monitor for a short time, but eventually sold it to get an Edge Insight. My tune alters torque management as well, but it does not remove it completely.
One thing I have learned about torque management is that it is not just about driveline longevity and traction. It also has to do with NOx emissions and black smoke(soot) control since generally there is not enough air to completely burn the fuel at lower rpms which creates black smoke. Therefore the amount of fuel is lowered and timing is altered to compensate for the lack of air so the truck does not blow black smoke.
