Bad designs happen.
Take a look at GM's mid 90s LT1 engine. It had a similar "internal" water pump, driven by a timing chain. When the water pump seal failed, it would pump coolant into the electronic distributor, which was mounted on the block just below the water pump. Two for one special, very expensive repair.
