Boatycall - for ordinary dust I would agree a HEPA filter isn't required. However the dust on dirt roads, especially out west tend to be much finer and would probably be fine enough to pass through a standard filter. However, try the filter you suggest and adapt if necessary. If you do decide you need to run a hepa, run the cheaper filter in front of it.
I would also want to put the filter before the fan to also help protect the fan from the dust. If the dust gets into the motor and on the blades, could be a problem and at the minimum a mess to clean back up.
