This. Looks like there should be a collar/adapter. Maybe a fishing expedition might find it somewhere in there. Maybe slid under the furnace? Or, du to parts shortages, they said f-it and just hung it in the hole. Maybe a "new guy" they didn't have time to train properly.
As for the turn, maybe the drawer was used as a plenum box and it wasn't actually supposed to be pulled open like a drawer. Maybe EC just forgot to mention that......:S
