Turbochargers raise combustion chamber pressure at lower rpm which produces more torque at lower rpm which produces more drive wheel torque at lower engine rpm which = power at rpm/speeds most useful.
Turbocharged engine do not starve for air at high altitude so produce their rated power you paid for.
