Perhaps Capt. Don can chime in. I can't imagine what certifications would prevent '18 models from being built. I'm pretty certain it's because Ram maintained production for a period while sales where on hold due to emissions being non compliant and ram built up quite a bit of inventory and that inventory will take some time to get to a reasonable level.
