That would be mostly effective against fore to aft motion, which if the wheels are chocked properly and X-chocks are used, is not an issue.
Since it is in a vertical plane, yes, there is some resistance to vertical motion and bending displacement at the footpad, and in that sense it is more of a protection against bending and buckling failure of the stabilizers than something that will eliminate the shakes to the whole trailer.
