I think mandating any type of technology is dangerous. It stifles development of competing and perhaps better technologies. Requiring a maximum emission output is one thing. Stating how you "must" get there seems illogical.
I disagree as anything that can be cheaper, more available and a better mouse trap will always float to the top of consumer desires.

Because that is the progressive way of doing things. They narcissistically believe that only their idea is the best and they will force you to do what they want regardless of how much it will cost you. Also, giving people options based on what they can afford or prefer(older tech or ideas) is taking a step in the wrong direction to them and should not be allowed.
