Power generally cost more during peak hours or high energy use. If this mandate forces even half of the cars in California to be electric, then I wonder what that would do to people's electric bills even if they don't have an electric car which would mainly be the poor. Their bills would sky rocket since you would have high energy bills from peaks in the afternoon and at night from all of the charging cars.
Another question would be if the utilities companies have upgraded their lines to handle the added power usage. That would be another substantial cost passed down to the consumer. Sure, their main grid may be able to handle the added power, but what about the lines going to the substations and from the substations out to homes or businesses? The more power a certain area around a substation needs, larger or more wire is needed to handle it. It would also suck for many poor people living in projects who don't have the luxury of plugging their car into a garage outlet.
Maybe this is why most of the poor and middle class have been leaving California of over the past decade while wealthy people have been coming in. Regulations like these make it unsustainable for those who are not in the top 25%.
