For the public during a disaster any transportation fueling is going to be difficult for gas, diesel or EV.
I have over 200 gallons of fuel in storage at the farm for the tractors. It is red fuel which is illegal to use on the road or in a personal generator, but I will take the fine if it comes down to me needing it. If he has that much diesel then it is likely red diesel which is illegal to use for anything other than non-tax reasons like farm or construction equipment.
The only generator I have is my Honda 2200 which would take forever to charge a car on top of being a power source for your house. If a wildfire hits, you don't have time to charge a vehicle, but I do have time to grab a few five gallons of fuel.
In regards to transportation fuel being difficult to get during a disaster. I can guarantee that you can have tankers of fuel within hours after a disaster rather than the days if not weeks it takes to restore power lines. Due to many truck stops having back up generators, diesel was not hard to come by when and after Harvey hit.
