Not all of the Californian's did. Many counties outside of the big metro didn't, but there are just to many people in the big cities voting that it doesn't matter. You also have the factor that California has been kicking out the people that have been voting against these type of regulations by making it too expensive for them to live which is why most of the people leaving California for the past decade are middle class, poor, or elderly on a fixed income, and most coming in are wealthy. This is a bit ironic seeing that the party in power sees themselves as the champion of the middle class and poor yet their regulations and mandates make it harder for them to live.
