They are independent and you can run both the propane and electric at the same time if you want to get faster recovery, like when you are showering. If you leave the electric element on, just make sure you always have water in the HWT otherwise the element will burn out in seconds. We never use the electric element and always leave it turned off by turning off the switch at the HWT and also at the interior one as I'm worried some day someone will turn the electric on without water in the HWT.
FWIW, if you have an OEM shower head and run out of water when showering, an Oxygenics shower head really helps that if just running on propane. If 2 people are having showers one after the other, you can run the electric element as well, otherwise for one shower, just the propane works in conjunction with an Oxygenics.
