Yes, but the TC also unlocks more frequently and for longer periods when not in T/H.
I live in an area with fairly steep little hills and 50 mph speed limits. When I try out my trailer with T/H on, the thing stays in 5th gear once up to 50mph. On the hills, the rpms stay the same (~1750), the gear stays the same (5), but the boost goes way up to half scale. The TC is locked and stays locked.
With T/H off, the truck initially goes up to 6th at 50mph, rpms ~1350. On the hills, the gear stays the same (6), but the rpms increase to over 2000. The TC is unlocked, and the "slushbox" is doing its thing and generating heat. (Haven't noticed what the turbo is doing here) If the hill is steep enough it will eventally downshift to 5th, and the rpms will drop to ~1750, but otherwise it will stay in 6th at those higher rpms until the top of the hill. If this were a particulary long grade, the heat could be an issue.
Not sure how it works with T/H off in lower gears but maybe similar? Except first which is always unlocked.
And again, I'm not really sure how the TC works going down hill. But if it's locked, then you'll have the EB and all should be well. AFAIK.
