way back I had an '88 Suburban where the tailgate hit the power jack, so turned the whole thing, and drilled new holes in the A frame to mount it, then figured out that you could just turn the motor only. As for being 2" high, I think you should be within 1/2" level to be properly set up. Been using Equal-I-zer for decades, for safe towing.
