Re-check the instructions for your e2 - pretty sure Fastway says "no pads on the brackets" with e2. The e2 has two-point sway control - the brackets. Using the pads will dramatically reduce sway control.
The pads are for the Equal-I-zer brand hitch, which uses 4-point sway control (2 at the brackets, 2 at the hitch-head) and can tolerate some sway-control reduction.
