That definitely depends on the location.
Even we usually stay at campgrounds, we are good hikers and do 5 miles hikes in parks.
State and Federal parks generally don't allow any disturbance.
Whenever a tree falls on the trail, rangers will cut passage and leave the tree on shoulders they way it has fallen.
Clearing a path/trail/road is not disturbance.
What other way is there??? Why would anyone move the section of tree that isn't on the trail/road once the part blocking the trail/road was removed? And where would they move it to?
Maybe I missed what you're trying to say.
