That dealer is 100 % correct. It can pull it.
However if it has 17" tires the rear axle will be over the low rating of those tires.

Dealer could be right twice!
I have looked at the Arctic Fox 29-5k, GVWR is 16,600# Dry weight is 11,208# with a payload of 5,392# that is a huge payload. Lucy would have a tough time getting there with her rock collection!
Put 2,000# of stuff in it and you are at 13,208# doable for a 2500, just over the GVWR.
Yes, Arctic Fox's are a bit pin heavy, might be about 3,300# loaded.
That said not the best advice from the dealer.
