TW should be 10-15% according to every reference I have seen (To include Ford and Dodge manuals, and the Outback manual). Many suggest shooting for 13% so there is room to shift up or down.
My trailer is heavier than it's specs, it's never below 7800lbs, unless I emptied it as if I was selling it. I used to be able to go on a 2 day trip at 7800lbs, but I added heavier batteries, and inverter and had a hitch welded onto the frame this spring.
Yes I travel will full fresh water, there isn't any fresh water available in the NF areas I camp. I also generally put extra fresh in the truck for long trips.. GCW is in the 19-20K area.
At first I saw TW as high as 17%, but rearranged some storage and with my current "loading" and mods I run around 14%-15% headed into the hills and 10-11% coming home with empty fresh water. I do need to do a full weigh, unhook etc, with the recent hitch addition but I have done some quick stuff.
The higher the TW the better the trailer tows, it towed great at 17% but I dropped it some and it's much more stable and solid at 15% than 10%, but total weight is different too.
I have done weight transfer scaling and am getting adequate transfer to the trailer axle and front axle.
1200lbs for a 29' (total) is not that uncommon, at least if you travel with water. Most the people I know with campers of that size are in the same boat.. but out here you generally travel with water, 2 batteries, and large propane tanks.
I fell the same about your camper being less than 1000lbs of TW, but I am guessing no water. When I am empty (no water, minimal clothes, no food, etc) my TW was 870 last time I weighed it which was 10.8% but it doesn't take much to break 1000 loaded. Your floor plan is similar to mine with the queen up from with big storage near the tongue and a large slide centered fwd of the axles.
