My last two trailers have had greater than 15% tongue weight when loaded up. Just my luck I guess. :(
The first trailer I managed to reduce the TW by adding a rear bike rack, and hanging bikes and stuff off it. Not the best solution but it got me down to 13%.
My current trailer is 2x as heavy so doing that wouldn't help as much. And I would like to add another battery bank on the tongue but I'm already at the limits of the hitch receiver and rear GAWR. So that's been put on the back burner.
But it is true that 1150# on your hitch which makes for a very stable tow, so I don't mind too much.
