Certainly you are unlikely over on combined axles or CVWR. So it's just in the setup. YouTube has some good videos on how to properly set up a WDH. Also your hitch mfg should have instructions for setting up your hitch even if you bought it 2nd hand.
You would think not but the one individual I was following had a similar size and weight trailer was having the exact issue. He tried air bags, sway bar, shocks, tires and even replaced the hitch but still had a poor handling truck. This one situation stands out because this individual is a very experienced and knowledgeable, the last I heard he was likely going back to a F250. He also had an issue with the backend kicking sideways when hitting bumps unloaded, the dealers involved say the truck is working as designed.
Hitch is perfectly setup, and this entire rig, hitch and even tires/wheels were used on the 2014 F150, which pulled solid in 30 MPH steady crosswinds. Hitch is by the book.
This truck had nasty wheel hop with the stock OEM shocks, and I yanked them off and replaced all 4 with Bilstien 5100. It no longer hops around on hard bumps. What demiles said is what is happening with mine. It feels like the truck is floating around in a circle or figure 8 at times when on uneven pavement or on a concrete road with a lot of expansion cracks, and when it does, that is when the trailer tends to wag, and I noticed while watching the mirror, the rear of the truck will move, followed by the trailer and that is when I get the sway. When on smooth roads, it pulls like it should, no wagging, no figure 8 or other odd movement.
It's the truck causing it, and no matter how much adjusting I can do, it is always there. Need to find out what can be done to the truck to correct it.
Sounds like a castor problem to me. "I" would pull as much castor you can into the front end.
